Government has announced that Auckland is moving to COVID-19 Alert Level 2 at midnight on Sunday 30 August 2020.

As there are impacts to the building industry we want to keep you informed of changes to how we are operating and what they will mean to you and the sector.

Level 2 services

We can confirm we will be providing the following services under COVID-19 Alert Level 2:  

  • Digitally (no hard copies) accepting, assessing, approving, granting and issuing building consents, certificates of acceptance, code compliance certificates, building warrants of fitness.
  • Customer meetings and advice (e.g. Pre-Application meetings) will continue to only be available by email, phone or online conferencing (e.g. Skype), with the majority of processing staff working from home.
  • Physical inspections can take place at sites that can demonstrate that they are minimising the risk of spread of COVID-19 infection through social distancing. See below for more information about inspections.
  • Pool fencing bookings and inspections have resumed. Video inspections are also being offered.  
  • Vehicle Crossing applications will be processed digitally – please email to acebuildhelpdesk@aucklandcouncil.govt.nz.
  • Producer Statement Registration and Renewals will be processed digitally – please email to producerstatement@aucklandcouncil.govt.nz
  • IQP applications will be processed digitally – please email to iqpr@aucklandcouncil.govt.nz
  • BWOF applications will be processed digitally – please email to regsupportbwof@aucklandcouncil.govt.nz.

All businesses must display an NZ COVID Tracer QR code at each business location. A separate poster is needed for each unique location. Each location must display their poster in either a prominent place or near main entrances. You can obtain your QR code here.

Council will continue to monitor the situation given the changing conditions and respond in accordance with the government’s direction.

COVID-19 services
Inspections

Please note: Building inspectors are receiving numerous requests to download specific health and safety apps from various construction sites to enable them to sign into sites virtually. The number of these Apps has become unsustainable and sometimes results in inspections being held up. Where possible, inspectors can sign in manually, however if a special App is needed, please have the site supervisor sign in on behalf of the inspector to avoid delays. 

In-person, General Building, Reclad and Durability inspections are taking place, however, where possible, these will be carried out remotely using different tools, depending on the type of inspection.

Not all inspections can be carried out remotely and, in these cases, a physical inspection will need to take place.  

An inspector will call you prior to the inspection, discuss the options available and guide you through the process.

Inspections using remote online tools may require the use of mobile data if wi-fi is not available onsite and they may take longer to complete than normal onsite inspections. 

Before you commence any construction, you must ensure you have a site-specific safety plan to address the risks associated with COVID-19.

Inspections protocols

The following guidance is provided for onsite inspections. 

Before inspection:

On the morning of the inspection, an inspector will call you to discuss any specific health and safety requirements relating to your site. These will include the following: 

  • Signing in and out protocols - We recommend using the official COVID-19 tracker app:  https://covid19.govt.nz/health-and-wellbeing/stay-healthy/keep-track-of-where-youve-been/ 
  • Standard safety induction requirements 
  • Health checks or declarations 
  • Any specific personal protective equipment required  
  • Any special rules relating to working areas such as one direction stairways, maximum number of people on ladders, scaffolding, lifts etc. 

During inspection: 

The health and safety requirements to follow for a safe inspection are: 

  • Hand sanitising or washing stations must be provided at the site entrance for the inspector to use. 
  • Physical distancing of two metres minimum must be strictly adhered to. 
  • Work areas or zones where inspections will take place must be cleared of workers during the inspection. It’s not required that the whole site is cleared, only the areas where the inspector is visiting. 
  • The inspector will leave site if any workers are showing symptoms or signs of illness. 

After inspection: 

You will receive a briefing from the inspector regarding the outcome of the inspection. This will be done either using the two metre physical distancing rules onsite, or by phone after the inspection. The inspection outcome statement and checklist will be emailed to you at the conclusion of the inspection.
