It's a busy period; we have recently adopted a Significance and Engagement Policy and we are getting ready for the public consultation on the draft Long-term Plan (2015-2025).

Significance and Engagement Policy

On 27 November the Governing Body adopted our first Significance and Engagement Policy to meet the requirements of the Local Government Act (2002). 

Public consultation took place on the draft policy from 22 September to 19 October. Feedback was received from around 50 members of the public and over 30 community organisations and agencies. 

The feedback ranged from support for the draft policy, through to requests for both substantive and specific changes. In addition, there was considerable feedback about how the council should apply the policy which will be used in updating the engagement guidelines that support this policy.  The council is now working to update these guidelines.

Long-term Plan - Consultation Approach

Auckland Council is continuing work on its next 10-year budget, known as the Long-term Plan (LTP) 2015-2025. This is the most significant review of council’s work programmes and budgets since amalgamation and the Auckland Plan.

On the 5 and 6 of November Auckland Council’s Budget Committee made decisions regarding what would be included in the draft budget. It is important to note the decisions that have been made so far are a starting point to include in the draft budget - the plan can, and will change following consultation early next year.  

Public consultation will run from 23 January to 16 March 2015 and there will be a number of ways to have your say including on ShapeAuckland.co.nz or at a range of events where you give your feedback in person.

A consultation document that covers the big issues facing Auckland, along with a set of supporting material, will be made available during this time. The consultation document will be available on Shape Auckland and in hard copy at all libraries, council service centres and local board offices across Auckland.

Recent changes to the Local Government Act 2002 present an exciting opportunity to improve the way council engages the diverse communities of Auckland.  More flexibility means we can engage with Aucklanders in the ways they have told us they would prefer. Council is no longer required to hold hearings following the consultation period, which provides us with an opportunity to have a longer consultation period and hold events where the public can be heard during this same time period.

Sea Change

It’s been another busy month for the Project, with two Hauraki Hundreds stakeholder feedback meetings, the public launch of the SeaSketch information tool and planning for a major Gulf-wide survey on the future of the Hauraki Gulf/Tikapa Moana.  The two Hauraki Hundreds, in Thames and Auckland, provided a wealth of pertinent expert comment from passionate and involved stakeholders on the work the Roundtables have done over the last six months.  These detailed investigations have prioritised the issues that will need to be addressed through Hauraki Gulf Marine Spatial Plan, as identified by communities, scientific experts, commercial interests and public agencies. 

Everyone with an interest in the future of the Gulf can have a say about the Plan through our online surveys – the latest and most probing goes live on 15 December.  You can find out about the surveys, play with SeaSketch and sign up for the newsletter at www.seachange.org.nz

As well as all the information gathered by the project from communities and experts, you’ll also find news and pictures of Kyna Hart, Dominic McCarthy and Dr Roger Blakeley winning the ‘Capacity Building’ category at the Council’s prestigious annual Communication and Engagement Excellence Awards ceremony held at the Auckland Town Hall on Friday 28 November.

Draft Local Approved Product Policy (LAPP) - Legal Highs

The consultation period finished last Friday (28 Nov). This draft policy was about giving Aucklanders a say on where psychoactive substances are sold across the region. It contained recommendations to limit the sale to certain geographical areas in order to protect the most vulnerable members of our community. We’re currently going through the analysis of the submissions that have been received. 

Nearly 1,000 submissions were received.  Hearings are expected in February, with adoption aimed for April/May 2015.

Local Board Plan update

The consultation period for the draft local board plans closed earlier this year. 

Hearings were held in August and September. Each of the local board plans were adopted in October 2014. These can now be viewed by visiting our local board plans page.

Local board plans are guiding documents for local boards.

The plans, which are strategic three-year plans for each local board, reflect the priorities and preferences of the community.

Here is a summary of what was achieved: 

  • The number of submissions received was 8150 
  • There were 21 hearings 
  • There was a substantial array of both informal and formal engagement opportunities offered including expos and informal cafe consultation meetings
  • Everyone who formally consulted has been sent a letter/email from the Local Board that they submitted to.
